3.5 to 4.5 is a rather wide gap. According to NTRP:

General Characteristics of Various NTRP Playing Levels

3.5
You have achieved improved stroke dependability with directional control on moderate shots, but need to develop depth and variety. You exhibit more aggressive net play, have improved court coverage and are developing teamwork in doubles.

4.0
You have dependable strokes, including directional control and depth on both forehand and backhand sides on moderate-paced shots.  You can use lobs, overheads, approach shots and volleys with some success and occasionally force errors when serving. Rallies may be lost due to impatience. Teamwork in doubles is evident.

4.5
You have developed your use of power and spin and can handle pace. You have sound footwork, can control depth of shots, and attempt to vary game plan according to your opponents.  You can hit first serves with power and accuracy and place the second serve.  You tend to overhit on difficult shots. Aggressive net play is common in doubles.

 

For me, I think of it as this:

3.5: You can rally although you hit a good number of errors and mis-hits. One side of your ground stroke is much more solid (usually forehand) than the other (usually backhand). You're volleys and serves are not your strength and you double fault semi-regularly.

4.0: You can rally consistently with some pace with an occasional error. You have a dependable backhand in rallies. You typically hit differently (with less confidence) in matches than when just hitting the ball. Your second serve and volley needs improvement.

4.5: You have very dependable forehand and backhand in actual match rallies. You seldom mis-hit balls and seldom error on short balls and floaters. You have decent placement. You have a solid second serve with spin and some pace and seldom double fault.

 

Just wanted to clarify. If you're closer to a 4.5, I'd love to hit with you. I'm higher than a 4.5, which is why I'm wondering.

Oh, and they are not strict with the courts at all during the weekdays. Usually on the weekends a lot of people are fighting over the courts, which is when they start cracking down. If you don't have a permit and want to play on the weekend, it's going to be pretty tough when the weather is nice. I've seen a fight break out and some really loud (and heated) complaining over court times and reservations.

Hey Brian, sorry for the late reply.  Yes, my rating range may have been a tad broad.  But considering I haven't been playing on a normal basis like I used to, I decided on using that range.  But based on the ratings you posted, I'm safely a 4.0.  I played in a strong Div II college team back in the day, so not only was my rating much higher then, I was also very used to hitting with players well above 5.0.  But I'm clearly not ready for match play just yet, I'd rather hit, have some fun, and get some exercise. But let me know if you'd like to hit. Don' think I'll have any trouble hitting with you outside of match play.  I'm getting my permit tomorrow, finally; for a cheap $200, lol.
