I wouldn't mind getting some hitting in if there are free courts with nets up. Which outdoor courts are in the Dufferin Mall area? I'm not too familiar with that area and the only courts I've played near Dufferin Mall is @ Dupont & Christie.
My wife and I used to take our dog to Ramsden Park for walks. It's been a while since I've been there but the "tennis courts" there feature rough/uneven concrete for surfacing and metal link fence type nets.
I've played ice hockey @ Toronto Memorial in the past and don't recall seeing tennis courts. If the facilities are operated by the City...I kinda suspect it's similar to Ramsden Park where the hockey rink are converted to make shift tennis courts in the summer.
I believe you stand a better chance of finding well maintained hard courts if they are operated tennis clubs and/or private membership.
I'm pretty sure that the tennis court @ Davenport & Christie (messed up the intersection earlier) is a tennis club with well maintained courts; most clubs have a guest fee in place ~ $5.

I believe that's the same courts I mentioned earlier @ Davenport & Christie (#128 on map). According to the map, the courts are operated by Wychwood Tennis Club. There's probably a guest fee for non-members and the surface is har-tru (hard courts). Most outdoor clubs don't put up their nets until mid-April at the earliest from my experience.
