It's not a secret that the U.S. is no longer the leading pro-tennis-player manufacturer. The recent ITF rankings show an interesting tid-bit: we may not have the pipeline cranked for the men, but on the women's side things are looking up.
The top American boy comes in at #20.
But we have 2 girls in the top 10.

the introduction of modified courts and equipment for kids should help accelerate the learning curve for kids who want to learn the sport. also the USTA has prepared a curriculum for the schools on how to introduce grade school as well as middle school students to the sport. really the schools have been a problem when it comes to introducing tennis to kids. been there, done that. also, foreign kids tend to take the sport more seriously compared to their american counterparts.
