I grew up in Western NY, 50 miles south of Buffalo, so I know the weather. FIrst question is WHERE in NY?? NY City (and Long Island) rarely sees appreciable snow in November. Upstate NY between Utica & Syracuse can get a foot of snow during this period but roads are almost always clear within a few hours. Western NY, from Buffalo through the PA line may see snow in November but it's unusual for it to affect travel as roads are generally clear as soon as the snow stops and the plows run continuously while it snows. In short, unless you panic at the thought of seeing a snowflake, go for it. (I go back every November.)
