<p>In this instance, the DOT (director of tennis) will normally pitch a number to the committee, at which point, every member of the board will vote, upon agreement, the amount negotiated will be the new norm as per what the hourly charge will be for private and program rate(s). </p>

<p>You answered it partly. It depends on how the contract is designed. Plus, it depends on the facility. If it is club ran by the Head Pro, then the pro sets the rates. Most of the time it is the facility that sets the rates, and at times the pro has a say on what those rates are. </p>
